APPOINTMENT TO THE POST OF VICE -CHANCELLOR

Your attention is invited to Commission Circular No. 839 dated 26th January 2004 on the above matter and the letter No. UGC/CPS dated 26th February 2004 suspending the implementation of the Circular until further notice.

The University Grants Commission, at its 711th meeting held on 31st May 2006, decided to inform the Higher Educational Institutions to follow the under mentioned procedure for appointment to the post of Vice-Chancellor :-

  1. Applications/Nominations for the post shall be invited by a notice published in the news papers.

  2. The relevant Council shall appoint a suitable search committee comprising 03 senior academics in the rank of Professor or above. At least one of the members of the Search Committee should be a full time Dean of the University to search for and encourage eminent persons to apply.

  3. The applicant shall be requested to submit a statement of vision for the development of the University, a brief account of what he/she proposes to achieve if appointed to the post of Vice-Chancellor and a full Curriculum Vitae including the date of birth of the applicant.

  4. Where the present incumbent is an applicant, he./she shall give a report highlighting accomplishment during his/her first period of office., in addition to the documents mentioned in para 3 above.

  5. The Council shall appoint an Evaluation Committee comprising 03 Council Members, none of whom intends to be applicants or nominees for the post of Vice-Chancellor, to report to the Council an assessment of qualifications, professional experience and vision statement of each applicant.
  6. Where there are more than 03 candidates, a ballet paper of all applicants shall be prepared and the final determination shall be by the Council voting by secret ballet. Each Council Member shall cast only one vote of his choice or abstain from voting. If a Council member is a candidate, he/she is not eligible to vote.

  7. The names of the three persons securing the highest number of votes along with the documents mentioned in paras 3 and 4 above shall be forwarded to the Commission. If a decision had been taken to rank the three names to be forwarded, such ranking shall be done according to the votes secured.
  8. Where the advertisement fails to find three applications, the process shall be begun afresh. This time, the advertisement being more widely placed. This shall be repeated until three candidates are identified for transmission to the Commission.

Provisions of this Circular will be effective from 01st September 2006. Commission Circular No. 839 referred to above is hereby rescinded.
