AMALGAMATION OF PROVIDENT FUND BALANCES - ACADAMIC STAFF

Based on the decisions made by the University Grants Commission at its 453rd meeting held on 25th August, 1995, it has been decided to allow the Academic Staff members to retain their provident fund membership continuously when they are permanently released to join another Higher Educational Institution without a break in service, provided they fulfil the following conditions.

1. They should have been holding a permanent post in a Higher Educational Institution.

2. Every Academic Staff member who is permanently released to join another Higher Educational Institution without a break in service, should make a declaration in writing giving his/her consent to retain URF membership continuously.

3. The Institution to which the member joins must take appropriate action to take over all his/her liabilities from the earlier Institution.

4.The personal file of the member who joins another Higher Educational Institution with the option of retaining continuity in UFF membership, should be transferred to the respective Higher Educational Institution, and the Registrar/Shr.Asst. Registrar/Asst. Registrar of that Higher Educational Institution should ensure the continuation of the same personal file.

5.The Institution which forwards the Provident Fund release papers to the University Grants Commission should certify the entire University service period of such member for the purpose of releasing Universities Provident Fund.

6.The original declaration should be submitted to the UGC in order to amalgamate the member's provident fund, and a copy should be kept in the member's personal file.

7.Those who wish to withdraw their UPF at the time of permanent release may withdraw the UPF under section 93(1) of the Universities Act No.16 of 1978.

8.For the purpoee of this Circular, no break in service shall be deemed to have occurred where a public holiday or other non-working day had intervened between an employee's cessation of employment in one institution and his assumption of duties in the other institution.

9.The declaration required under para l.(2) may be prepared according to the specimen attached.
