Establishment Circular Letter No: 12/2006

RESTRUCTURING OF THE SALARIES OF UNIVERSITY STAFF – 2006

Your kind attention is invited to Commission Circular No. 879 dated 11th August 2006, on the above subject.

Having considered the instructions given by the National Salaries & Cadre Commission, it has been decided to issue the following clarifications and instructions to Universities and Higher Educational Institutes in respect of  implementation of new salary structure :-

  1. Salary and allowances paid as at 31.12.2005 mentioned in Commission Circular No. 879 means the full salary and allowances paid after implementation of provisions of Commission Circular No. 855 dated 20th January 2005 and No. 868 dated 28th November 2005.

  2. All new employees  who are recruited on or after 12.08.2006 to U-PL 1-2006, U-PL 2-2006, U-MN 1-2006 and U-MT 1 2006 salary scales should be placed on the initial step of the salary scale, until further notice.

  3. Employees (Technical) who have been recruited to A-09 salary scale should also be absorbed into U-MT 1-2006 salary scale.

  4. The Language Proficiency Allowance payable to employees who were recruited prior to 01.01.2003 should be made  on revised new salaries.

  5. Salaries of employees who retire during the period from 01.01.2006 to 31.12.2006 should also be converted in accordance with the provisions of  UGC Circular No. 879.
  6. The full value of the increment on the new salary scales should be granted to those who earn their increments on or after 01.01.2006.

  7. The three (03) increments paid to the Technical Staff in terms of Commission Circular No. 705 and No. 730 should also be taken into consideration in calculating the salary currently paid to such staff.

  8. The Efficiency Bar (EB) should be operative in U-EX 1- 2006, U-AS 2(I) 2006,  and U-MN 4 (1) 2006 (for holders of the post of Works Superintendent, Special Grade only) salary scales as follows :-

    1. U-EX 1 (IV) – 2006

      Rs. 25145 – 3x585 – 26900 (EB) 28655 – 29x585 – 45620  p.m.        
    2. U-AS 2 (I) - 2006

      Rs. 25,145 – 3x585 – 26900 (EB) 28655 – 13x585 – 36260  p.m.


    3. U-MN 4 (I) - 2006

      Rs. 23635 – 420x3 – 24895 (EB) 26200 – 3x465 – 5x585 – 30520 p.m.


  9. The allowance of 10% of the basic salary paid to Sub-Wardens (full-time) on   personal to the holder basis should be calculated on the basis of salary drawn as at 30.11.2004 until further notice.

  10. The existing payment of Rs.13955/- paid to temporary tutors/ demonstrators/ instructors awaiting results of a Final /Degree examination should  be continued, until further notice.
