COMPUTATION OF INTERIM ALLOWANCE PAYABLE IN TERMS OF COMMISSION CIRCULAR N0.715 FOR THE PERIOD OF 01.01.1995 TO 31.12.1996 ON THE BASIS OF SALARIES REVISED BY COMMISSION CIRCULAR NO. 755


Your kind attention is invited to Commission Circular No. 715 dated 28th August 1997.

The Cabinet of Ministers has agreed to provide additional funds required for payment of arrears of interim allowance applicable for the period of 01.01.1995 to 31.12.1996 in terms of Commission Circular No.715 dated 31.12.1996, on the basis of salaries revised by Commission Circular No. 755 in the year 2002.

The arrears of interim allowance entitled for each employee should be computed as follows:

  • (a) The computation of interim allowance should be done by substituting the revised salaries in Commission Circular No.755 in place of Commission Circular No.703, by applying the instructions given in para 2 of Commission Circular No.715.
  • (b) The arrears of interim allowance should be equal to the difference between the interim allowance payable as (a) above and the interim allowance already paid using the salary scales specified in Commission Circular Nos.703 or 717.
This allowance should be taken into account for EPF and ETF benefits. It should not be taken into account for calculating overtime, holiday payment, gratuity, loan amounts and limits for deduction of salaries.

The UGC made an effort to obtain financial provisions to make the payment of arrears to all employees entitled for the interim allowance, but, as agreed by the Treasury, payment of arrears should be made in the manner specified below considering the difficulties in making financial provisions:

50% of the arrears of interim allowance entitled for the employees drawing A- 04(a), A-04(c), A-04(d) and A-05 to A-15 salary scales at present should be paid during year 2001 utilizing the University funds available. The Treasury will reimburse the funds so utilized in 2002.

Paragraphs Nos. 4, 5, 6 & 7 of Commission Circular No.715 and the subsequent clarifications made in that respect will continue to operate subject to the provisions made by this Circular.

The balance payment of interim allowance entitled to the employees carrying the salary scales indicated in para. 5 above and the employees carrying all other salary scales should be paid only after the UGC issues specific instructions in this regard.

Please take action accordingly.
