STUDY LEAVE FOR OBTAINING A POSTGRADUATE DEGREE/PROFESSIONAL QUALIFICATIONS TO ADMINISTRATIVE AND FINANCIAL OFFICERS

This has reference to Commission Circulars No. 440 and 601 where provisions have been made to grant study leave to Administrative and Financial Officers for obtaining postgraduate degrees/professional qualifications.

The University Grants Commission at its 608th meeting held on 25.03.2002 decided to grant 2 years full pay study leave for obtaining postgraduate degrees/professional qualifications to Administrative and Financial Officers in the University System.

(a) The following Categories of Administrative and Financial Officers can be granted full pay study leave not exceeding 2 years to obtain postgraduate degrees/professional qualifications by the Governing Authorities of the Higher Educational Institutions/Institutes in which they are attached.


Assistant Secretary / Assistant Registrar / Assistant Accountant / Assistant Bursar / Assistant Internal Auditor , Senior Assistant Secretary / Senior Assistant Registrar / Senior Assistant Accountant / Senior Assistant Bursar / Senior Assistant Internal Auditor, Deputy Secretary / Deputy Registrar / Deputy Accountant / Deputy Bursar / Deputy Internal Auditor.

(b) Such study leave shall be granted on completion of 03 years and after confirmation in the post and they are required to enter into a bond and an agreement with the relevant Higher Educational Institutions/Institutes as presently applicable for granting paid leave for study purposes.
(c) The postgraduate degrees/professional qualifications should be directly relevant to the area of work handled by the employee concerned.
Accordingly, the Administrative Officers can be allowed to follow a Master's Degree in Business Administration/Management or such other postgraduate degree/professional course as may be approved by the UGC and Financial Officers to follow a Professional Course equivalent to the final examination of the Institute of Chartered Accountants of Sri Lanka , Chartered Institute of Management Accountants or such other postgraduate degree/professional course as approved by the UGC.
(d)Administrative and Financial Officers who are below 45 years of age are entitled to this facility of study leave. (e) Provisions already made in Commission Circulars No.440 and 601 shall also be applied in granting study leave and any facility available for granting full- pay study leave at present is still valid, subject to the condition that the total number of years of full - pay leave should not exceed more than 02 years under any circumstances.
