REVISION OF PAYMENT OF EQUALISATION ALLOWANCE TO MEDICALLY AND DENTALLY QUALIFIED TEACHERS IN ThE FACULTIES OF MEDICINE AND DENTAL SCIENCE AND MEDICAL OFFICERS/DENTAL SURGEONS IN THE HEALTH CENTRES BASED ON GENERAL CIRCULARS N0.08/2003 AND 10/2003 ISSUED BY THE MINISTRY OF HEALTH, NUTRITION AND WELFARE

Your kind attention is invited to Commision Circular No 708 dated 11th June 1997 and No.709 dated 28th August 1997 on payment of Equalization Allowance.



The University Grants Commission at its 646 meeting held on 20 November 2003 decided to revise the payment of equalization allowance based on the revised salaries given in General Circular Nos. 08/2003 and 10/2003 of the Ministry of Health Nutrition and Welfare, to Medically and Dentally qualified teachers in the faculties of Medicine and Dental Sciences, Medical Officers/Dental Surgeons in the Health Centres in the University System, with effect from 01.01.1997. The equalization allowance is equivalent to difference in the total emoluments including allowances of Medical and Dental teachers in the Universities and Medical Officers Medical specialists in the Ministry of Health, Nutrition and Welfare.




The parallel grades to the Health Ministry Medical Officers in the University System are as follows:-

Medical Officer Grade I B-04(a)Lecturer (Medical/Dental)
C-02 - Senior Medical Officer
Senior Dental Surgeon
Specialist B-03 - Senior Lecturer Grade II
(Medical / Dental) & above
C-01 - Chief Medical Officer


The Equalization allowance should be calculated by comparing total emoluments (i.e. corresponding salary point plus all allowances) paid to Medical Officers/Specialists in the Ministry of Health and total emoluments paid to teachers in the Faculties of Medicine/Dental Sciences and Medical Officers / Dental Surgeons of Health Centres of the University System. However, if the total emoluments of any person in the University System is higher than the total emoluments of the corresponding Health Ministry total emoluments, he is not entitled to this allowance.

The Higher Educational Institutions are requested to pay the revised equalization allowance to Medically and Dentally qualified teachers in the Faculties of Medical and Dental Sciences and Medical Officers and Dental Surgeons in the Health Centres with effect from 01st July 2003.

The Higher Educational Institutions are also requested to make arrangements to pay only 50% of arrears of the revised equalization allowance due for the period from 01.01.1997 to 30.06.2003 over a period of 6 1/2 years commencing from 01st January 2005.

The allowance payable under this Circular should not be taken into account in calculating contributions to the UPF, ETF and also for computing any other payment.

Additional funds required to pay the revised allowance will be provided by the Treasury.

The salary scales of the Medical Officers of the Ministry of Health and allowances payable to each grade are indexed in the annexed tables
