Restructuring of the salaries of the University Staff - 2006

I would like to draw your attention to Commission Circular No: 855 dated 20th January 2005 and Commission Circular No. 868 dated 28th November 2005 issued with reference to revision of salaries of the University Staff for the year 2005.

2. The salaries of the University Staff was restructured with effect from 01.01.2006 in accordance with the conditions mentioned in the letter UGC/D1/UGC/S&A dated 07.08.2006 of the Department of Management Services of the Treasury.

3. The method of absorption of the University Staff into the new salary structures and the amended new salary scales are attached to the above letter as annexure 01 and 02.

4. The absorption of the University Staff into this new salary scales should be done by the Universities and the Higher Educational Institutions with effect from 01.01.2006 in accordance with the conditions of the above mentioned letter of the Department of Management Services which is attached hereto.

5. The information in annexure 03 & 04 should also be applied in absorbing the University Staff into the new salary scales.

6. Due to the fact that the following allowances are included into the salary as mentioned in the 3rd paragraph of the above mentioned letter of the Department of Management Services with the implementation of the new salary structure, payment of those allowances should be stopped.

  1. Payment of Interim Allowance of Rs. 1000/- or 10% made in accordance with Establishments Circular Letter No. 16/2000.
  2. Monthly Interim Allowance of Rs. 1200/- paid in accordance with Establishments Circular Letter No: 12/2001
  3. Interim Compensatory Allowance of Rs. 1000/- and Rs. 150/- paid in accordance with the Establishments Circular Letter No. 6/2004
  4. Interim Allowance paid in accordance with Commission Circulars

No: 857,862 and 865

  1. Monthly Compensatory Allowance paid to the university employees recruited before 04th March 1997, in accordance with the report DMS/18/99 of the Department of Management Services.

 

7. The employees recruited to the university staff from 01.01.2006 to 11.08.2006 should also be absorbed into the new salary scales as mentioned in the 3rd paragraph of the above letter of the Department of Management Services. Further, the salaries of such employees should also be calculated, assuming that the Monthly Compensatory Allowance has been paid to them.

8. The three (03) salary increments paid in accordance with the Commission Circular No: 705 and 730 are included to the UMT-1-2006 salary scale to which the Management Assistant (Technical) staff is absorbed. Therefore, at the time of absorption of such staff to the new salary scales, they should be placed on the corresponding salary step of the new salary scale after deducting the three additional salary increments paid from the salary scales existed prior to 31.12.2005 in accordance with the above circulars.

9. The daily wages, paid for the employees who work on the basis of casual/daily paid, should be calculated by dividing the monthly starting salary of each employee category by 30. They should be paid 50% of the difference between the daily wage paid on 31.12.2005 and the new daily wage from 01.01.2006 and the daily wage should be paid in full with effect from 01.01.2007.

10. The granting of salary increments to officers who have reached the maximum of their salary scales in accordance with the Commission Circular No: 848 dated 28th September 2004 should be terminated from 01.01.2006 as mentioned in the 6th paragraph of the letter dated 07.08.2006 of the Department of Management Services.

11. The combinedallowance is revised with effect from 01.01.2006 as mentioned below in accordance with the Public Administration Circular No 6/2006 dated 25.04.2006:

12. The officers who have received 3rd class railway warrants as at 31.12.2005 are entitled to the 2nd class and all the other officers will be entitled to 1st class railway warrants with effect from 01.01.2006.

13. The Distress Loan paid for the University Staff should be calculated on the basis of salary drawn as at 30.11.2004 until further notice.

14. The overtime payment should be calculated based on the revised salary payable with effect from 01.01.2006.

15. It should be noted that if an officer is paid an excess sum of money by incorrect interpretation of these instructions or due to any other error in the documentation or calculation, the relevant officer is liable to repay the excess sum.
16. The payment of salary in accordance with the new salary scales as specified in this Circular should be implemented with effect from August 2006. The Financial Controller of University Grants Commission should be informed before 31.08.2006, the required amount of funds to pay the arrears from 01.01.2006 to 31.07.2006.

17. The requests for further information or clarification or instructions on this salary conversion should be referred to the Secretary, University Grants Commission.

18. The following Establishment Circular letters and Commission Circulars are hereby cancelled:-
