RESTRUCTURING OF SALARIES OF THE UNIVERSITY STAFF - 2006
STAGNATION IN THE MAXIMUM

Your kind attention is invited to Para 06 of letter No.UGC/D/I/UGC/S&A dated 07.08.2006 of the Department of Management Services of the General Treasury which was sent along with Commission Circular No.879 of 11th August, 2006.

It has been decided to adopt the provisions of the Management Services Circular No.35 of 24 07.2007 issued on "Restructure of Salaries of the employees in the Public Corporations, Statutory Boards & fully owned Government Companies as per Management Services Circular No.30 - Stagnation in the maximum" to the University Staff on the following basis:-

(a) The employees in the University System reaching the maximum salary step of the salary scale may be paid further increments based on the revised new salary scale with effect from 01.01.2006 on the value of the last drawn increments until such employee retires or appointed/promoted to a new post with another salary scale.
(b) Only those employees having secured promotions to the highest grade and reach the maximum step of the salary scale where provisions have been made for grade system of recruitment and promotions or those employees who reach maximum step of the salary scale applicable to the post where no promotional scheme is provided, are entitled to this benefit. The employees who are stagnated in the salary scale of the lower grades as a result of the failure to secure promotions to the highest grade are not entitled to this benefit. The maximum salary step in respect of a salary scale with a grade system of recruitment and promotions means the maximum salary step of the salary scale applicable to the highest grade. Eg. the maximum salary step of salary scale of U-PL 1 is the salary step of Rs. 19,990/-
(c) The payment from 01.01.2006 to 31.12.2006 is limited to 50% of the salary receivable as at 01.01.2006. However, the adjustments and payments should be made on the basis of para 5 of the letter No.UGC/D/I/UGC/S& A of 07.08.2006 sent along with Commission Circular No. 879.

Since the Treasury will not provide additional funds required in implementing the provisions of this Circular you are kindly requested to manage the additional funds required for this purpose within the current budgetary allocations.

A copy of the Management Services Circular No. 35 of 24.07.2007 referred to above is annexed herewith for your information.

Please take action accordingly.
