AMENDMENTS TO CHAPTER VI, SUB-SECTION 16:5 OF
THE UNIVERSITY ESTABLISHMENTS CODE

Your kind attention is Invited to para 16:5:1 of sub-section 16:5 of Chapter VI on Salaries of the Establishments Code of the UGC and Higher Educational Institutions.
The University Grants Commission at its meeting held on 13th July 1993, having considered the Public Administration Circular No.34/92 of 14th December 1992 on amendments to Chapter VII of the Government Establishments Code, has decided to remove the present ceiling of rate of acting pay applicable to University employees and to amend para 16:5:1 of sub-section 16:5 of Chapter VI of the Universities Establishments Code to read as follows:
16:5 The rate of acting pay shall be determined in accordance with the following rules :-
"16:5:1 When an employee acts in a post in addition to performing the full duties of his substantive post the whole of his emoluments in his substantive post together with half of the initial salary of the office in which he acts. In the case of a post where a salary has not been fixed the half will be of a hypothetical salary to be determined by the Commission. "
3. The Commission also decided that, the following conditions should be applicable in this connection :-
(i) All permanent vacancies should be filled within a period of
06 months;
(ii) Payment of the acting allowance will not be made to officers who
are covering up duties of officers who are on sabbatical leave;
(iii) Those who are acting and receiving the 50% acting allowance will
not be entitled to any holiday pay.
The above provisions will be effective from 1st January, 1992.
