REVISED SCHEME FOR THE PAYMENT OF BURSARIES AND MAHAPOLA
(1) This Circular serves to incorporate all the amendments made to the Bursary and Mahapola scheme from the commencement and the UGC decision made at its 429th meeting held on 25m November, 1994 to revise the parental income ceiling & marking scheme for the payment of Bursaries and Mahapola scholarships.
(2)With the implementation of this Circular, the following Circulars on this subject are
hereby rescinded.

(3) Eligibility to apply for Bursaries and Mahapola Scholarships
Any student shall be eligible to apply for a Bursary or Mahapola if he/she satisfies each of the following conditions.
1 . | The student should be a citizen of Sri Lanka | ||
2. | He/she should be registered as an internal student for a full time course of study in a University, Affiliated University College or an Institute attached to a University and | ||
3. | His/her parents should be in receipt of an annual income not exceeding Rs.90,000 / = (hereunder referred to as the "Basic Income Ceiling "). | ||
However, a student who satisfies either of the following conditions may also be considered for the award of a Bursary or Mahapola. | |||
(a) | If the student is a member of a family having one or more school going children who are 18 years or less than 18 years, the basic income ceiling shall be increased by Rs.l2,000/ = per school going child up to a maximum of three children, in order to determine the eligibility . | ||
(b) | If the student is a member of a family having more than one child following a course of study in any University, Affiliated University College or Higher Educational Institution, the basic income ceiling shall be increased by Rs.l8, 000 /= for each child, to determine the eligibility of the 2nd child and above of the family, provided that the first child is not in receipt of a Bursary/Mahapola. | ||
(c) | If the student is a member of a family having both school going children and University students as specified in sections (a) and (b) above, the amounts referred to in sections (a) and (b) should be added to the Basic Income Ceiling to determine the eligibility. | ||
(d) | If the student is employed, his/her employment income should be added to the parental income. | ||
(e) | If the student is employed and married, the student and the spouse should be considered as a separate f amily and his / her and her/his spouse's annual income, not exceeding Rs.72,000/ = should be considered as the income ceiling. If the student is employed, married and having school going children, every school going child up to 3 children, will be allowed Rs.l2, 000/=per child, in order to determine the eligibility. |
(4) Other conditions governing the bursaries and Mahapola
1 . | Any student who provides false or inaccurate statements or who fails to disclose any material fact in his application is liable to have his registration as an internal student cancelled. | ||
2. | The students who have applied for Bursary/Mahapola or who are in receipt of Bursary/Mahapola should communicate in writing to the Registrar of the University or to the Director of the Institute in respect of any changes of family income, marital status, employment income etc., | ||
3. | The Bursaries/Mahapola scholarship should be paid only during the period of study in the University/Affiliated University College/Institute. The recipient of a Bursary/Mahapola who for any reason temporarily ceases to follow the course of study or leave the University/Affiliated University College/Institute before completion of the course of study should communicate that fact in writing to the Registrar of the University or the Director of the Institute as the case may be. | ||
4. | The payment of a Bursary or Mahapola to any student may be completely stopped or temporarily suspended for any one or more of the following reasons. | ||
(a) | if the student fails to pass any examination completely, provided however.that the Bursary may be paid to any student who has been referred at the first year examination and who is following the course of study prescribed for the second year. | ||
(b) | if the student fails to take any examination at the first available occasion for any reason which is not acceptable to the Vice- Chancellor/Director | ||
(c) | if the student does not pursue his studies diligently. | ||
(d) | if the student conducts himself in an indisciplined manner | ||
(e) | for any other valid reason, to be decided upon at the discretion of the Vice-Chanceller/Director. | ||
5. | University authorities should use their discretion on matters relating to the restoration, of Mahapola Scholarships, Bursaries and Endowed scholarships, which have been stopped or temporarily suspended. | ||
6. | Each eligible student will be paid a maximum of 10 monthly instalments per academic year. Anything over and above 10 instalments should not be paid under any circumstances without the prior approval of the UGC. | ||
7. | Conditions applicable to Mahapola are generally applicable to Bursaries too. | ||
8. | No student who is in receipt of Mahapola should be awarded a Bursary. |
(5) Marking Scheme
A Bursary payable to any student shall be determined in accordance with following scheme of marks.

(b) | If the student is a memberof a family having one or more school going children who are 18 years or less than 18 years. | 5 per head up to a maximum 0f 15 marks. | |
(c) | If the students is a member of a family having more than one child following a course of study in any University, Affiliated University College or Higher Educational Institution, provided the first child is not in receipt of Bursary/Mahapola. |

(e) | A Bursary of Rs. 1,250/= per month is payable to the students who obtain 50 marks and above. | ||
(f) | A Bursary of Rs.1,150/= per month is payable to the students who obtain 5 to 49 marks. |
(6) General
1.Students who are not in receipt of any financial assistance as at the effective date of this circular should be given the opportunity to apply for bursaries if their parental income falls within the revised limits specified in this circular.
2.Universities, Affiliated University Colleges and Institutes are requested to pay the Bursary, Mahapola (UGC component) instalments and Endowed Scholarships monthly from the funds of the Institution and obtain re-imbursement from theCommission on a monthly basis. In this connection, the following forms annexed to this circular should be used.
Form I Bursary re - imbursement
Form II Mahapola (UGC component) re-imbursement
Form i n Endowed Scholarship re-imbursement
3. At the end of each year, a statement showing the actual expenditure and the number of students who were in receipt ofBursaries and Mahapola, should be forwarded by the Bursar of the University/SAB/AB of the Institute / Affiliated University College, to the Senior Assistant Accountant of the UGC on the annexed forms (form No. IV(a) and IV (b)).
4. The conditions governing Bursaries/Mahapola, as stated in para 4 should be communicated to the students by incorporating them in the Bursary/Mahapola application.
5 . This circular will be effective from 1.1.1995.
