CHANGE OF DESIGNATION OF CLERK (SUPRA GRADE) AS STAFF ASSISTANT


The University Grants Commission, at its 434th meeting, has approved the change of designation of Clerk (Supra Grade) as Staff Assistant, provided the conditions laid down below are strictly adhered to:

(i) Clerk (Supra Grade) with five (05) years of satisfactory service in that grade may be considered for the change of designation, on a request made by those who are eligible, depending on the requirements of each Higher Educational Institution/Institute. Selection should be made by the Governing Authority of Higher Educational Institution/Institute concerned based on recommendations made by a Selection Committee.

(ii) Eligible applicants should be summoned for an interview in the first instance, by a Selection Committee which will include the Principal Executive Officer (as Chairman of the Selection Committee) and such other members appointed by the UGC/the Governing Authority of the Higher Educational Institution/Institute as the case may be.

(iii) The following facts should also be taken into account when selecting Clerks (Supra Grade) for the post of Staff Assistant under this scheme :-

(a) The duties and the responsibilities held by the applicant.
(b) The applicant should be prepared to undertake the supervisory functions assigned by the authority.
(c) The volume and the quality of work performed by the candidate .
(d) Recommendation of the Head of the Division.

(iv)
Clerks (Supra Grade) who are designated as Staff Assistants on completion of five (05) years of service in Supra Grade should be taken into account for computation of ratio applicable for promotion to the post of Clerk (Supra Grade) and the number of posts designated as Staff Assistants should be considered as personal to the holder basis. In order to identify these posts separately, a clear indication in the Cadre Book would be necessary. Therefore, the Higher Educational Institutions/Institutes are requested to keep the UGC informed of such changes of designation so that the UGC can make necessary adjustments in the cadre of respective Higher Educational Institutions/Institutes.


(v)
The salary scale, the salary point and the date of increment should not be revised as a result of change of designation.
The provisions of this Circular are effective from 1st June 1995.
