RECRUITMENT TO MINOR EMPLOYEE GRADES IN
HIGHER EDUCATIONAL INSTITUTIONS


This Circular has been modified by Circular No : 677 | 693

Your attention is invited to the enclosed Public Administration Circular No. 24/95 dated 19th July 1995 on Recruitment to Minor Employee Grades in Public Service, Provincial Public Service and Public Corporate Sector which has been adopted by the Commission for implementation in the Higher Educational Institutions.

2. In terms of para 6 of that Circular, recruitments to minor employee grades should be made through a structured interview. Further, in terms of para 8 of the same Circular the ethnic ratio stipulated in Public Administration Circular No. 15/90 of 09th March 1990 should be followed.

3. All Higher Educational Institutions/Institutes are advised to follow the under mentioned procedure when selecting candidates for recruitment to minor employee grades (A/CA-13,14 & 15) in the Higher Educational Institutions on the above basis :-

(i) The Higher Educational Institution/Institute concerned should inform Secretary, University Grants Commission the number of employees required.

(ii) Secretary, University Grants Commission will forward such requests to the Ministry of Education & Higher Education with appropriate recommendations.

(iii)The Secretary, Ministry of Education & Higher Education while granting approval to fill the vacancies, will also inform the Higher Educational Institutions through the Secretary, University Grants Commission of the method of inviting applications or will send a list of applicants for the consideration of the Higher Educational Institutions/Institutes.

(iv) The Higher Educational Institutions should select from among the applicants using a structured interview as per Public Administration Circular No. 24/95 dated 19th July 1995 and adhering to the ethnic ratio stipulated in Public Administration Circular No. 15/90 dated 9th March 1990.
