REVALUATION OF ADVERTISEMENTS FOR RECRUITMENTS

This Circular has been modified by Circular No : 732

Your attention is invited to Commission Circular No.434 dated 16th March 1990 on revalidation of advertisements for recruitments .

2. The UGC at its meeting held on 15th August, 1996 has decided that the following rules should apply in relation to the period of validity of the advertisements for recruitments .

(a) In the case of posts other than professorships in the University system an advertisement shall be valid for a period of 06 months reckoned from the closing date of applications. Under no circumstances shall the validity of an advertisement be extended beyond 06 months.

(b) In the case of professorships, an advertisement shall also be valid for a period of 06 months, reckoned from the closing date of applications. However, the Council of a University will be empowered to extend the validity of an advertisement for a further period reckoned from the date such validity expired, provided a delay has been experienced in receiving evaluation reports on the research of the applicant. Such extensions may be granted for a period of 03 months at a time. But under no circumstances shall the validity period exceed 12 months reckoned from the closing date of the applications. The Universities shall inform the UGC whenever such an extension is granted, giving the justification for it.

(c) No additional documentation in support of any application should be entertained after the closing date of applications .

(d) In the case of posts where the UGC has to appoint nominees for selection panels, action will be taken by the UGC to make the nominations within approximately two weeks from the receipt of a request for such nomination from a University/Institute. The annexed form may be used for making such requests for posts of Professor and Associate Professor on merit .

Note:

Definition of the period of validity

For the purpose of this circular, the relevant period for considering the validity of an advertisement is the period commencing from the closing date of applications upto the date of finalisation of selections by an appropriate Selection Committee for submission to the Council/Board of Management for approval . The time taken by the Council/Board of Management for approving the selection is not included in the validity period as defined above. The final selection for recommendation to the Council/Board of Management shall be made within the validity period.

3. The following Commission Circulars/Rules/Procedures of specified sections thereof are hereby rescinded.

(i) Commission Circular Nos.166 and 434 dated 06th April 1982 and 16th March 1990 respectively.

(ii) Paragraph 15 of rules of the procedure for appointment made by the Commission under section 71 of the Universities Act 16 of 1978 appearing in Part II(a) of the rules made by the UGC in the publication on schemes of recruitment and procedure for appointments issued in 1986.

(iii) Paragraph 20 of the Appendix III (Procedure for appointment) of the University Establishments Code.

4. The provisions of this Circular will be effective from 01st February 1997. You are kindly requested to take action accordingly.
