REVISION Of SALARIES IN THE UNIVERSITY SYSTEM 1997

This Circular has been modified by Circular No : 730

Your attention is invited to Commission Circular No.703 dated 4th March 1997 issued on Revision of Salaries in the University System.

2. The Secretary, Ministry of Finance & Planning by his letter dated March 18, 1997 addressed to the Secretary, Ministry of Education & Higher Education has stated that the Technical Grade employees of the University System mentioned in the attached list should be placed 03 increments steps higher in the relevant salary scales in converting their salaries into new salaries. Please take steps accordingly to convert the salaries of the employees in the attached schedule to this Circular with effect from 01.01.1997 in terms of the provisions of Commission
Circular No.703 dated 4th March 1997 after placing them 03 increments steps higher in their relevant steps of salary scales which existed before conversion.
3. Procedure to be followed in case of Appointments/Promotions to this category of employees in 1997 and thereafter
3.1 The Higher Educational Institutions are requested to ensure that the benefit of the three increments granted to this category of employees should continue up to A-05 grade promotions (including A-05) in their relevant grades.
3.2 When new appointments to the categories stipulated in the annexed schedule to this Circular are made, they should be placed three increments above the initial step of the relevant salary scale (ie: 4th step) .
However, the salary payable in 1997 should be the new salary indicated in column 08 of the Conversion Tables attached to Commission Circular No.703 as applicable.
4. In view of the fact that the 03 increments were not paid along with the December 1996 salary, the Backlog Clearing Allowance payable to these employees should be the actual Backlog Clearing Allowance rounded off to the next Rs. 50 /- based on Backlog Clearing Allowance calculated before granting of 03 increments. (Illustration: If an employee in the A-06 salary code was on salary step Rs. 4560 /- before placing on Rs. 4860 /- for conversion, his Backlog Clearing Allowance payable should be Rs. 1150 /- but not Rs. 1250 /-)
5. Please note that the Pharmacists, Lower Grade & Higher Grade who enjoy the benefit of three increments in terms of the provisions of Commission Circular No. 597 dated 8th February 1994 are not entitled to receive three increments as per this Circular.
6. A Committee will be appointed by the UGC to identify the other Technical Grades, if any, in the University System and action will be taken to consider granting of three increments to such grades with the approval of the Ministry of Finance & Planning.
