PAYMENT Of An EQUALIZATION ALLOWANCE TO MEDICALLY/DENTALLY QUALIFIED TEACHERS In THE FACULTIES OF MEDICINE & DENTAL SCIENCES AND MEDICAL OFFICERS/DENTAL SURGEONS OF THE HEALTH CENTRES IN LIKE WITH THE MEDICAL OFFICERS/SPECIALISTS IN THE MINISTRY OF HEALTH FOR THE PERIOD JuLY/AUGuST 1994 TO DECEMBER 1996


It has been decided to pay an equalization allowance to teachers in the Faculties of Medicine & Dental Sciences in the Universities for the period from 1st July 1994 to 31st December 1996 equivalent to the difference in the total
remuneration including allowances of Medical and Dental teachers in the Universities and Medical Specialists in the Ministry of Health.

2. The differences in the salaries have arisen as a result of the non-payment of the following allowances to teachers in the Faculties of Medicine and Dental Sciences:
(i) "Availability Disturbance and Transport Allowance" of Rs.5000 /= p.m. paid with effect from August 1994 in terms of General Circular No.1840 dated 3rd October 1994 of Ministry of Health and Social Services;
(ii) " Interim Allowance" paid with effect from July 1994 stipulated in para 03 of Public Administration Circular No. 06/95 dated 23rd F ebruary 1995.
3. The Higher Educational Institutions are requested to calculate the arrears of allowances as indicated in para 6 below with effect from the dates that the above allowances were introduced and pay 25% of such arrears in June 1997 and 25% in December 1997 and the balance 50% before the end of June 1998.
4. Please note that the University Medical Officers, Senior Medical Officers, Chief Medical Officers and Dental Surgeons attached to the Health Centres of Higher Educational Institutions are also eligible for this payment.
5. The salary scales of the Medical Officers of the Ministry of Health and the total allowance payable to each grade are indicated in the annexed tables. (Annex I, II & III). The parallel grades to the Health Ministry Medical Officers in the University System are as follows :-

6. The arrears of this allowance should be calculated by comparing the* total emoluments paid to Medical Officers/Specialists in the Ministry of Health and *total emoluments paid to teachers in the Faculties of Medicine/Dental Sciences and Medical Officers/Dental Surgeons of Health Centres of the University System. However, if the *total emoluments of any person in the University System is higher than the *total emoluments of the corresponding Health Ministry *total emoluments, he is not entitled to this allowance. Further, payments already made in terms of para. 16 of Commission Circular No. 579 of 3rd August 1993 should be deducted when calculating the arrears of allowance with effect from 01.07.1994.

The following illustration is given to facilitate the method of calculation of arrears :-

ILLUSTRATON :
(a) Assume that Dr. Z joined the Faculty of Medicine as a Senior Lecturer, Gr. II with effect from 01.01.1994.
(b) Therefore, his salary on 01.01.1994 was Rs. 10,650 /- (initial of the Senior Lecturer, Gr. II post) . His total salary with effect from 01.01.1994 was Rs. 16,077.08. (less Rs. 250 /- paid in 1996 in Column 3 of Conversion Table annexed to Commission Circular No.703 and add Backlog Clearing Allowance of 25% of the basic salary ie: Rs. 2662.50)
(c) If Dr. Z joined the Health Ministry on 01.01.1994 as a Specialist, his total salary on 01.07.1994 would be Rs. 10,650 + 6,600 ** = Rs. 17,250 /- (please see Annex III). Therefore, Dr. Z's Equalization Allowance payable for the month of July 1994 was Rs. 1172.92 (Rs. 17,250 - 16,077.08).
(d) Dr. Z's Equalization Allowance for the month of August 1994 would be Rs. 4172.92 (Rs. 20,250 - 16,077.08)

If any allowance payable in the Ministry of Health had been already paid such amount should be deducted.

7. A copy of the schemes of recruitment applicable to Medical Officers in the Ministry of Health stipulated in Extraordinary Gazette No. 662/11 of 17th May 1991 is annexed for information. (Annex IV)
8. A further Circular will follow with regard to the payment of Equalization Allowance to the medically/dentally qualified teachers of Faculties of Medicine and Dental Sciences and University Medical Officers, Senior Medical Officers, Chief Medical Officers and Dental Surgeons of Health Centres of Higher Educational Institutions with effect from 01.01.1997 on the basis of Public Administration Circular No. 2/97 dated 15th January 1997.
9. The arrears of allowance payable under this Circular should not be taken into account in calculating contributions to the Universities Provident Fund, Employees Trust Fund and also for computing any other payment .
10. The Higher Educational Institutions are requested to pay the first 25% of the above arrears by using any
non-utilized funds that are available particularly on account of non-filling of vacancies in the Medicine/Dental Faculties and Health Centres. Please contact Financial Controller/UGC regarding allocation of funds to pay the balance arrears.
