REVISION OF SALARIES OF EMPLOYEES IN THE CATEGORIES
A-05 TO A-14 (NON-ACADEMIC & NON-ADMINISTRATIVE GRADES)

I have pleasure in informing you that the Hon. Minister of Higher Education, Science & technology has approved the revision of salaries of. employees from A-05 to A-14 as agreed upon at a meeting held on 6th June 1989, between the University Authorities and the Inter-Universities Federation of University Employees.
 
02. I am annexing a schedule (Schedule - I) setting out the existing salary scales and the corresponding revised salary scales.
 
03. This salary revision is effective from 01st January, 1989.
 
04. Present salaries should be converted to the appropriate revised salary scales on a step for step basis. There will be no change in the respective incremental dates of employees. For the sake of convenience Conversion Tables numbered from 1 to 12 are annexed.
 
05. In addition to the New Consolidated Salaries an allowance of Rs. 350/- p.m. and the fixed cost of living allowance of Rs. 260/- p.m. as specified in Public Administration Circular No. 24/88 of 03rd August, 1988 sent with Establishment s Circular Letter No. 15/1988 of the 24th November, 1988, will be payable.
 
06. Contributions to the Universities provident Fund should be calcula­ted on the basis of the revised salaries including other allowances as specified in the proceeding paragraph at the existing rates with effect from 1st January, 1989.
 
07. All employees who have not hitherto enjoyed the concession of Railway Warrants and Concessionary Season Tickets will be entitled to such concessions with effect from 1st January, 1989. The Class of accommodation will be determined as follows:-
 
1st Class - An officer drawing a salary of Rs. 2600 /- p.m. and over
 
2nd Class - An officer drawing a salary of Rs. 1900 /- p.m. and over
 
3rd Class All others

Note : An officer who was entitled to 1st and 2nd Class travel as at 31st December, 1988, will continue t o enjoy the confession as personal to him.

08. The present salary points which make employees eligible for combined allowances should be re-placed by the corresponding revised salary points. Thus, the Combined Allowance payable to an employee should in future be determined as follows :-
 
  1989 Revised Salary Combined Allowance for each completed period of 24 hours
  Rs. 1311 /- p.m. to Rs. 2020 /- p.m. Rs. 60 /-
  Rs. 2021 /- p.m. to Rs. 3999 /- p.m. Rs.70/-
  Rs. 4 000/- above Rs.90 /-
 
09. Recoveries for Half-Pay & No-Pay leave should continue to be computed as at present but on this basis of the 1989 New Consolidated salaries as from 1st January, 1989.
 
10. The payment of Gratuity & Loan should be calculated on the basis of the new salaries including the allowances payable as indicated in paragraph 05 above.
 
11. The rate of Overtime per hour is to be calculated as at present on the 1989 New Consolidated Salaries including the allowance of Rs. 35 0 /-and the fixed Cost of Living Allowance of Rs. 260 /- as from 1st January, 1989.
 
12. The Holiday-Pay should continue to be calculated as at present but on the 1989 New Consolidated Salaries.
 
15. The existing Efficiency Bars will operate at the corresponding salary step of the New Consolidated Salary Scale of 1989.
 
14. Daily Pay & Fixed Salaries Schedule I I of this Circular will apply to daily rate of pay and fixed salaries payable to Trainees & Casual Staff. In the case of an employee daily rate of pay should be made only in respect of the dates the employee actual l y works. In addition trainees and casual Staff are eligible to the fixed Cost of Living Allowance and additional allowance of Rs. 3 5 0 /- as well. The method of calculation of these allowances should be done as specified in paragraph (7)(b) of Commission Circular No. 368 dated 17th May, 1988.
 
15. With the implementation of the 1989 New Consolidated Salaries the Commission has decided to advise the Higher Education a l Institutions/Institutes that the appointments to the following grades should be made on the new A-15 salary scale with effect from 1st January, 1989.
 
Labourer, Grade III
Lorry Cleaner, Grade III
Aero Gas Operator
 
16. The Higher Educational Institutions/Institutes should assign the A-14 salary scale to employees of the above grades once they a re confirmed in their appointments.
