NO-PAY LEAVE TO EMPLOYEES OF THE UNIVERSITY GRANTS COMMISSION AND OF HIGHER EDUCATIONAL INSTITUTIONS (APPLICABLE TO THOSE NOT ENTITLED TO SABBATICAL LEAVE)
Commission Circular No.97 of 14 th October, 1980 provided the grant of two years no-pay leave for the purpoae of study or for taking up employment abroad to members of the non-academic staff who had been confirmed in their posts and who were not eligible for sabbatical leave subject to the exigencies of service and the conditions set out in that circular.
02. The Commission having considered Public Administration Circular No.318 of 17th December, 1985 decided that this two year no-pay leave facility be extended for a total period of 05 years to employees in the service of the UGC and the Higher Educational Institutions/Institutes and who are not eligible for sabbatical leave.
03. In terms of the Public Administration Circular referred to above this leave while for study any one continuous period should not exceed three years, for employment only, a continuous period may extend up to five years.
04. Accordingly, a confirmed member of the staff may be granted no-pay leave for study or for taking up employment abroad or both (i.e. study followed by employment or vice versa) for a total period of five years in his career.
05. The provisions of Commission Circular Nos. 97,132,171,181 and 212 sent in connection with the granting of no-pay leave will continue to operate, where they are not inconsistent with the provisions of this circular.
06. The provisions of this circular takes effect from 1st August, 1989.
