UTILISATION OF INCOME DERIVED FROM THE VIOLATION OF AGREEMENTS AND BONDS ENTERED INTO WITH UNIVERSITIES BY TEACHERS WH O HAD GONE ON STUDY LEAVE.



1.Your attention is drawn to tlie Commission Circular No.354 dated 03.11.1987 which sets out the purposes for which funds recovered from violated agreements and bonds may be utilised with the recommendation of the council and prior approval of the University Grants Commission. Considering the request made by the universities the commission on its 270th meeting held on 8.6.1989 decided that :


(a) the quantum of funds currently available with different universities is not sufficient to meaningfully support, items II, III and IV in the above circular;
(b) the funds should be utilised for training with the emphasis on short-t erm courses witliin and outside
Sri Lanka;
(c) all income derived from the violation of bonds and agreement is should be invested in fixed deposits, treasury bills etc. and only the interest earned from this investment should be utilised for disbursement;
(d) the sclieme should he made operative from July 1990 and be reviews after one year; and
(e) the allocation of the interest income should be as follows:
For Training 75%
For Conference 15%
For Research and Publications 5%
For Staff Welfare 5%

2.(a) Training

Purpose of this assistance is to enhance the knowledge of the university teachers and priority should therefore be given to :

(a) those who have done their post-graduate studies in Sri Lanka

(b) those who have not been abroad before;

(c) junior staff ; and

(d) part rather than

Under this programme the maximum amount allowable to a teacher is Rs. 100,000/ = and he/she may utilise this fund only once in his/her career.


(b) Conferences


Assistance under this category is allowed only to those who present papers in conferences subject to a maximum of Rs.20,000/= to teacher. He/she may utilise this fund only once in his/her academic career. Priority should be given to:

(a) Senior teachers and

(b) Meeting part rather than total expenses.
